The Technocratic Manifesto was published by the White House this week. Please take note

Technocratic Monopoly Capitalism in all its glory. Yes, they are coming for us all and they are investing the money to make it happen.

For biotechnology and biomanufacturing to help us achieve our societal goals, the United States needs to invest in foundational scientific capabilities. We need to develop genetic engineering technologies and techniques to be able to write circuitry for cells and predictably program biology in the same way in which we write software and program computers; unlock the power of biological data, including through computing tools and artificial intelligence; and advance the science of scale‑up production while reducing the obstacles for commercialization so that innovative technologies and products can reach markets faster.

It’s interesting to note that an early ‘deliverable’ (within 90 days) is to

create and make publicly available a lexicon for the bioeconomy, with consideration of relevant domestic and international definitions and with the goal of assisting in the development of measurements and measurement methods for the bioeconomy that support uses such as economic measurement, risk assessments, and the application of machine learning and other artificial intelligence tools

That section was not headed What Is To Be Done? but that would have been the honest subtitle: get the definitions pinned down and the rest of the agenda will be easier to embed.
