The usual caveats very much apply, but this looks credible. CIA have used the War On Some Drugs as smoke and mirrors for a very long time, on the American population, as further afield. Opiate seizures in the US have fallen as synthetic opiates like OxyContin flood the shadow economy, very probably explaining why Afghanistan was no longer needed.
