Reads like something out of Gestapo monthly.
By the looks of it it seems this kind of thing is not illegal in a patent, but it might be illegal to use it. No doubt lawless military and law enforcement bodies have privilege, hence it being up for sale.
Could be used as WMD with a few tweaks; the description gives scope for such juicy uses. If you are a psychopath then other psychopaths’ money is as good as anyone else’s
