Regulation 199, details how every ‘VIP’ gets to ride on a train that is clean, on time, and properly serviced. In the current horrible world this is a bit of frivolity, but clearly shows the division between us and them and “simulates an alternative reality”.

I regularly use the A2 to travel to Canterbury and there are stretches of this road that periodically fall apart under the sheer weight of traffic. (The road carries on to Dover so HGVs / freight pound along at all hours.)

Three or four years ago some or other royal personage, possibly QEII theyself, was expected at some upper crust event at the cathedral. It was noteworthy how cash was found to smooth out the worst stretches of the road and litter pickers cleaned up all the crud and bottles of urine from the road edges.

The VIP Potemkin train service falls into the same service level agreement category I expect.
